The 64^th FICSA Council will take place at PAHO/WHO, Washington, D.C., from 14 to 18 February 2011. The Council brings together the FICSA membership to exchange views on issues pertaining to terms and conditions of service and to determine the policy of the Federation for the coming year. The members will elect their new Executive Committee and will approve the budget and scale of contributions. 

FICSA is privileged this year to have as keynote speakers M. Gérard Biraud, Joint Inspection Unit, who will speak on the subject of staff-management relations in the common system, Mr. Kingston Rhodes, Chairman of the International Civil Service Commission (ICSC), who will speak about upcoming issues to be tackled by ICSC this year, and Mr. Gregory Starr, Under-Secretary-General, UN Department of Safety and Security, who will present and explain the new Security Level System (SLS).
