FICSA promotes staff views to UN General Assembly |
|
The FICSA President, Mauro Pace, is in New York from 6 to 10 December to advocate for the Federation's positions in a series of meetings with the UN Fifth Committee representatives and organizations.
Of particular concern to FICSA and its members is the haste with which ICSC proposed changes to the conditions of service of staff serving in non-family duty stations. The proposed changes would drastically cut the entitlements for maintaining a residence outside the non-family duty station, and would likely lead to greater difficulty in recruiting staff for these difficult assignments. FICSA would like the General Assembly to postpone a decision on the matter and instruct the Commission to develop fresh options that are more equitable and fair.
FICSA is also concerned about the rush to implement the new Security Level System (SLS) before the human resources implications are sorted out, and would like the GA to postpone the implementation by six months to give the HR professionals time to address outstanding issues.
The FICSA President also briefed Member States' representatives on the state of staff-management relations in the common system with a view to gaining their support for improvements in staff-management dialogue and consultation.
