Loss of / Disparition du Professeur Peter M. NDUMBE, Chair of the 66th FICSA Council / Président du 66ème Conseil de la FICSA

Dear Colleagues,

It is with deep sadness that we have to announce the sudden loss of Professor Peter NDUMBE on Tuesday, 14 May.  For those of you who attended the 66th FICSA Council, held at the WHO Regional Office for Africa in Brazzaville from 4-8 February 2013, you will remember Peter for the wonderful job he did in chairing the session.  His professionalism, calm and unstinted sense of humour were highly appreciated by all.  

On behalf of all FICSA members, we convey our most sincere condolences to the family of the late Pr NDUMBE.

C’est avec une profonde tristesse que nous vous devons de vous annoncer la disparition soudaine du Professeur Peter Ndumbe, le mardi 14 mai. Pour ceux d'entre vous qui ont assisté au 66ème Conseil de la FICSA, qui s'est tenu au Bureau régional de l'OMS pour l'Afrique à Brazzaville du 4 au 8 février 2013, vous vous souviendrez de Peter pour le magnifique travail qu'il a accompli à la présidence de la session. Son professionnalisme, son calme et sa bonne humeur ont été très appréciés par tous.

In honour of the International Day Against Homophobia

The International Day Against Homophobia is observed every year on 17 May. People from all walks life are invited to reflect on homophobia and its devastating effects. Today, people around the world still face violence, inequality, and even torture or execution because of who they love, or who they are. Sexual orientation and gender identity should never lead to any sort of discrimination or abuse.

FICSA joins the international campaign launched by the Office of the UN High Commissioner for Human Rights and call for a world free and equal,

Enquête salariale 2012 de la catégorie des services généraux à Paris - UNESCO 18 April 2013

Les associations du personnel de l’UNESCO (AIPU et STU) :

Ø     prennent bonne note des résultats de l’enquête salariale de 2012 et remercient le travail sérieux mené par les collègues du Comité local d’enquête salariale ;
Ø     ont rapporté devant la CFPI à New York les difficultés rencontrées lors de cette enquête, en particulier certains points de la méthodologie qui n’ont pas permis de quantifier tous les avantages en nature offerts par les employeurs à leurs salariés ;
Ø     ont déploré le refus de participation de plusieurs employeurs réputés être parmi les meilleurs à Paris ;
Ø     émettent les plus grandes réserves quant à la mise en œuvre d’un barème provisoire appliqué aux nouveaux fonctionnaires recrutés à compter du 1er mai 2013, car :
·       il ne concernera qu’un nombre infime de nouveaux collègues compte tenu du gel à           100% des recrutements ;
·       son application coûtera très cher à l’Organisation, les systèmes informatiques de la paye n’étant pas adaptés pour recevoir plusieurs grilles ;
Ø     s’inquiètent également de l’impact financier de l’application de ce nouveau barème provisoire pour les autres agences du système des Nations Unies (PNUE, OACI, etc.) qui sont basées à Paris et directement concernées par cette décision ;
Ø     recommandent vivement à l’Administration le maintien du gel du barème en vigueur jusqu’au prochain ajustement intérimaire lorsque celui-ci aura dépassé les 2,19 % ;
Ø     rappellent à l’Administration que le barème de modification des allocations pour charges de famille dont la date de référence est le 1er septembre 2012 doit entrer en vigueur rétroactivement à cette date et non au 1er mai 2013 comme proposé dans la décision (191EX/5);
Ø     par conséquent, demandent à l’Administration de prendre en compte l’ensemble de ces préoccupations du personnel.

New member with observer status - FUNSA Ghana

FICSA wishes to welcome the return of FUNSA Ghana to the Federation and thank them for the confidence that they have shown in activities of Federation. FICSA looks forward to a fruitful and active collaboration.

FICSA also wishes to congratulate the newly re-established FUNSA on its excellent initiatives and actions. FUNSA Ghana recently held an event to launch a UN cloth in Ghana under the auspices of the FUNSA and the office of the Resident Coordinator. The attached pictures show the massive attendance by staff.

Compensation package

The International Civil Service Commission (ICSC) is in the process of reviewing the compensation package of staff of the UN family of organizations which consists of the United Nations, the United Nations programmes and funds, and the United Nations specialized agencies. Document ICSC/76/R.3 (see link below) provides an overview and the historic background of the various elements of the compensation system.   These include the pay-setting philosophy (the UN Charter and the Noblemaire Principle); the salary structure; allowances, benefits and other conditions of service. Most of the elements apply to the internationally recruited staff; however there are also those which are applicable to locally recruited staff.   Document CEB/2013/HLCM/3 (see link below) is a Note by the HR Network on the Review of the Common System Compensation Package which was presented at the meeting of the High Level Committee on Management (HLCM) in its meeting of 7-8 March 2013.
